This Consumer Checkout & Immediate Performance Notice (the “Notice”) applies to a one-time purchase of the CPSC eFiling CSV Checker & Builder (the “Application”), a distinct product of Registry Intelligence. Registry Intelligence is the client-facing platform and public brand. Natallia Vasilyeva, trading as NATALLIA VASILYEVA – Poland Documents, is the Application’s legal operator, seller, service provider, and contracting party (“Poland Documents,” “we,” “us,” or “our”). Registry Intelligence is a brand and platform name, not a separate legal person or contracting party.
The Application supports eligible Consumers and Protected Sole Traders globally, but a purchase may proceed only through an expressly enabled and versioned country or territory, subdivision where required, and purchaser-type route. Every route is disabled by default until its applicable tax, consumer, invoice or receipt, payment, privacy, contract, language, and dispute-handling controls are approved and tested. At the date of this version, live uploads and public paid sales remain disabled until the identified provider, route, and end-to-end production gates are closed.
For EU/EEA withdrawal purposes, each paid Job is treated as a one-off digital service because it processes user-submitted data and performs validation, transformation, generation, integrity checking, packaging, and delivery operations. The files in the Output Package are digital-content elements produced by that service. Poland Documents does not treat the start of processing, generation, availability, or download of a file as ending the service-contract withdrawal right. Any loss of that right is assessed under the rule for paid services and occurs only after Full Performance, subject to all required prior information, express request, acknowledgement, and durable-medium confirmation.
Important. Payment, a receipt, placement in a processing queue, generation of a file, creation of a download link, expiry of a link, or deletion of temporary Job content is not Full Performance. Where a statutory withdrawal right applies, immediate processing does not end that right. The right is lost only after the service has been fully performed under Section 6 and only if every required information, request, acknowledgement, and confirmation condition was satisfied.

2. Who receives the protected checkout flow
“Consumer” means a natural person entering into the contract for purposes outside that person’s trade, business, craft, or profession, including a dual-purpose transaction where any business purpose is limited and not predominant.
“Protected Sole Trader” means a natural person entering into a contract directly connected with that person’s business where the contract does not have a professional character for that person, assessed in particular in light of the subject matter of the business activity disclosed in CEIDG.
“Protected Customer” means a Consumer and, to the extent mandatory law so provides, a Protected Sole Trader.
For checkout routing, a Protected Sole Trader receives this consumer immediate-performance and withdrawal flow. That routing does not expand, reduce, or determine any right that applies by law. A company name, invoice label, business email address, tax identifier, or checkout selection is not conclusive and does not waive a mandatory right.
Before email verification, Job creation, and the first upload, the Application asks the following required factual routing question:

- An individual for personal, family or household use
- An individual or sole proprietor for business, trade or professional use
- An organization or other legal entity
This selection is used only to display the correct notices and contract documents. It does not determine or waive any rights that apply by law.
No option is preselected. The selection is mandatory: the interface does not proceed to email verification, and the backend rejects Job creation and every upload attempt, until one option is affirmatively recorded. Facts and mandatory law control final status; the selection is a routing input, not a rights waiver. A Protected Sole Trader or another hybrid statutory category is a legal qualification applied to the facts after routing, not a fourth interface option.
After purchaser type and before upload, the Application requires the purchaser’s country or territory and, where the active route requires it, the state, territory, province, or other subdivision. For personal use, the purchaser selects the country of habitual residence; for business use, the purchaser selects the principal place of business.
If the selected country or subdivision and purchaser-type route is not active, the workflow is blocked before file transmission and displays: “Purchases for this customer type are not yet available in {COUNTRY}. No file can be uploaded and no payment will be taken.”
No general Registry Intelligence account is required. A Protected Customer may complete the free review, verify an email address before any document upload, accept the applicable checkout documents, make a one-time payment, and receive the result through the protected Job workflow. The purchaser must be at least 18 years old and legally capable of entering into the transaction.
3. The service and the Output Package
The free stage accepts only the input formats expressly enabled and disclosed in the live upload workflow. PDF text extraction or OCR is available only after the relevant production data flow, provider, processing locations, retention settings, and safeguards have been verified and published in the effective Subprocessor List. OCR-extracted values are machine-generated and must be clearly identified and confirmed or corrected before paid generation. If those conditions have not been met, PDF/OCR is not offered in the live workflow.
Before payment, the Application provides a Readiness Report showing detected errors and warnings, missing or unresolved confirmations, the number of Ready Records, the selected records, mappings and corrections, the number of Selected Ready Records, and the exact final price for the frozen paid scope. A Ready Record has passed the checks implemented by the Application; it has not been approved by CPSC or any other authority. The free stage does not provide a paid CPSC CSV or the complete Output Package and does not require a purchase.
The paid service consists of the validation, transformation, generation, integrity checking, packaging, and protected delivery operations identified in the transaction-specific checkout. The standard paid Output Package consists of:
- one or more CPSC-formatted CSV files for the Selected Ready Records;
- a Validation Summary;
- a Correction Ledger;
- a Ruleset & Provenance Receipt; and
- a README describing the package and material limitations.
The complete Output Package is delivered as a ZIP through the protected Job download. The Application also provides a separate protected direct-download control for the CPSC CSV file or files. If a Job contains multiple CSV batches, that control provides clearly labelled per-batch CSV downloads or a CSV-only archive. “Protected” describes the access channel and does not represent that the ZIP itself is encrypted unless checkout expressly states that it is.
The prepayment Readiness Report is not a component of the paid Output Package. A Completion Workbook and a Not Ready workbook are not included in, and are not promised under, this version of the standard Output Package.
Before payment, checkout identifies the Selected Ready Record count, package components and formats, ruleset or schema version, exact price, processing estimate, delivery method, the seven-calendar-day download-access period measured from Delivery Time, the exact UTC access expiry and scheduled deletion time, functionality, compatibility, interoperability, and material technical limitations. Active-system deletion is completed no later than 24 hours after the applicable period expires.
The Application prepares data and files. It does not issue CPCs or GCCs, perform laboratory testing, select legal requirements, file with CPSC, CBP, or ACE, act as a customs broker, certify a product, determine compliance, or guarantee acceptance by CPSC, the Product Registry, CBP, ACE, a marketplace, or another third party. Registry Intelligence is independent and is not affiliated with or endorsed by the U.S. Consumer Product Safety Commission.
4. Order, price and universal checkout confirmations
Before upload, every purchaser completes the separate, unchecked controls stated in the Pricing, Limits & Retention Schedule concerning the Application Terms and License, Privacy Policy notice, age and legal capacity, authority and permissions to upload, and prohibited sensitive data. Those controls are not a request to begin paid performance and are not treated as consent under data-protection law beyond what an applicable notice expressly requests.
Immediately before payment, checkout conspicuously shows the seller’s legal identity and complete street address, Job ID, Selected Ready Record count, progressive-band calculation, subtotal, tax, currency, final total, complete paid Output Package, ruleset, delivery estimate, the seven-calendar-day download-access period from Delivery Time, the exact UTC access expiry and deletion time, one-time and no-recurring-charge status, complaint process, applicable withdrawal information, statutory conformity remedies, and the no-filing and no-guarantee boundary.
Every purchaser then completes the same four universal prepayment confirmations. Each is separate and unchecked by default. They confirm: (1) the dynamic order summary, final total, deliverables, delivery estimate, access period, and deletion time; (2) the Selected Ready Records, mappings, and corrections shown in the final preview; (3) review of the Refund & Delivery Policy; and (4) understanding that the Application does not submit to CPSC, determine compliance, issue a certificate, or guarantee acceptance. The exact universal wording is maintained in the Pricing, Limits & Retention Schedule and checkout specification and is not replaced by this Notice.
The jurisdiction-specific immediate-performance control in Section 5 is additional to those four confirmations. It is not bundled with them, the Terms, Privacy Policy, Refund & Delivery Policy, an optional marketing consent, or the payment button.
Before accepting payment, checkout conspicuously displays the Refund & Delivery Policy, the seller’s legal name, and complete business street address. The seller block states: “Seller: Natallia Vasilyeva, carrying on business as NATALLIA VASILYEVA – Poland Documents, ul. Ogrodowa 58, lok. 29, 00-876 Warszawa, Poland. These seller details and a fixed copy of the Refund & Delivery Policy will also be sent to your verified order email. To request another copy, email inbox@polandoc.com.” Where mandatory law requires a time for responding to such a request, Poland Documents complies with that shorter or fixed time, including the applicable California requirement.
The purchaser’s order is an offer to purchase the service. The contract is concluded when, after successful payment authorization or capture, Poland Documents accepts the order and records that acceptance. That recorded timestamp starts any applicable 14-day withdrawal period. If the order is not accepted, any captured payment is voided or refunded without undue delay.
The final payment action must unambiguously communicate the payment obligation. Where Poland Documents controls the label, it reads:

Where hosted payment checkout controls the label, it must use Buy, Pay, or an equally unambiguous localized equivalent, with the complete total displayed immediately beside or above it. Continue, Generate, Submit, Confirm, or Complete order is not used for the legally final payment action.
The server records the purchaser-status route, Job ID, verified email, exact order snapshot, each control’s exact rendered text and language, initial unchecked state and affirmative event, UTC timestamp, UI and document versions, URLs and integrity hashes, pricing inputs, amount, currency, ruleset, package, delivery and deletion terms, and payment reference. A single aggregated accepted_terms flag or browser local storage is not sufficient evidence.
5. EU/EEA withdrawal and immediate performance
5.1 Fourteen-day withdrawal period
If a Protected Customer has the statutory EU/EEA right to withdraw from this distance service contract, the withdrawal period is 14 days from the date the contract is concluded. The Protected Customer may withdraw without giving a reason by using the online function in Section 11 or by sending another unambiguous statement before the period expires. Use of the model form is optional.
Requesting immediate performance does not end the withdrawal right. The Protected Customer retains that right until Full Performance. Poland Documents relies on the service-contract withdrawal exception only where, before performance began, the Protected Customer received all required information, made the separate express request and acknowledgement in Section 5.2, and received the required Order Confirmation on a durable medium.
5.2 One separate, unchecked immediate-performance control
After the four universal prepayment confirmations, checkout presents the following fifth control only where an applicable withdrawal regime requires a separate request and consent for immediate paid performance. It is separate, unchecked by default, and displayed next to this Notice:

I understand that, if I withdraw before the Service is fully performed, I may be required to pay a proportionate amount for the Service already provided. I also understand that I will lose my right to withdraw once the Service has been fully performed and all paid deliverables have been made available to me in usable form.
Immediately below the control, checkout states:
This request does not affect any statutory right relating to non-delivery, lack of conformity, correction, reperformance, replacement, price reduction, termination, refund, an unauthorized or duplicate charge, or any other right that cannot lawfully be waived.
The control is not hidden in general Terms, preselected, inferred from payment, or replaced by all-sales-final language. If it is not selected, Poland Documents either delays paid performance until the applicable withdrawal period expires or ends checkout without charge. The transaction confirmation reproduces the exact accepted statement and its acceptance timestamp.
5.3 Withdrawal before Full Performance
If Poland Documents receives a valid withdrawal before Full Performance, it stops the Job where technically possible and reimburses the payments received without undue delay and no later than 14 days after receipt of the withdrawal statement, less only an amount proportionate to the Service properly supplied up to that time. The amount is calculated by reference to the proportion of the purchased processing actually and conformingly completed, using the total contract price; if that price is excessive, the market value of what was supplied is used. No amount is charged for failed or non-conforming performance, or where the required pre-contract information, express immediate-performance request, or acknowledgement was not properly obtained. Poland Documents imposes no refund or administrative fee.
Following withdrawal, the Protected Customer must stop using or sharing the service and any Output Package already obtained, to the extent mandatory law permits that consequence. Access may be disabled. This does not prejudice any statutory right concerning consumer-provided or consumer-created content or personal data.
5.4 Consequence after Full Performance
After valid Full Performance, the EU/EEA change-of-mind withdrawal right ends only if every statutory condition in this Section was met. The end of that right does not mean no refunds under any circumstances. Sections 8 and 9 continue to apply to non-delivery, non-conformity, duplicate or unauthorized charges, inaccessible or corrupt files, material mismatch, and other mandatory remedies.
6. Delivery and Full Performance
“Delivery” occurs only at the recorded UTC atomic transition after the complete conforming paid result has passed required integrity checks; both protected controls — “Download CPSC CSV” and “Download Complete Output Package (ZIP)” — are functional and genuinely accessible to the authorized purchaser; the exact seven-calendar-day access expiry and scheduled deletion time are recorded and displayed; and the ready-for-download notice has been accepted by the verified transactional-email provider without a known hard failure.
Actual download or opening is not required for Delivery. Payment, a payment-success redirect, queue entry, worker start, file creation, partial output, link creation, or email without accessible files is not Delivery.
“Full Performance” occurs only when Poland Documents has completed all paid validation, transformation, generation, integrity checking, packaging, and Delivery obligations and has made every paid deliverable available in usable form through that method. Full Performance does not require the Protected Customer actually to download or open the files.
Payment, placement in a queue, generation of a file, creation of a link, dispatch of a notice without accessible deliverables, expiry of a link, or deletion of temporary Job content does not by itself constitute Full Performance. An incomplete, corrupt, inaccessible, or materially non-conforming Output Package is not Full Performance.
A separately disclosed no-additional-charge retrieval or redelivery window is an after-sales facility and does not itself turn the one-off Job into a subscription. If continued access is instead sold or described as part of the paid service, Full Performance does not occur until that paid access obligation has been supplied. This characterization must remain consistent in every consumer document, product page, and checkout.
7. U.S. Consumer checkout
U.S. Consumers complete the same four universal prepayment confirmations shown to all purchasers. No additional immediate-performance checkbox is required solely because the purchase is made by a U.S. Consumer. U.S. law does not provide a general federal 14-day right to cancel an ordinary purchase completed entirely online. Nothing in this Notice creates such a right, waives any applicable state cancellation right, or limits a right concerning an unauthorized or duplicate charge, non-delivery, non-conformity, inaccessible or corrupt output, material misrepresentation, or another non-waivable remedy.
Immediately above or beside the universal prepayment controls, checkout states:
One-time purchase. No subscription or recurring charge will be created. If we cannot generate and make the paid Output Package available — including because generation fails or the applicable ruleset is withdrawn or blocked — we will correct, reperform, or refund the affected purchase as described in the Refund & Delivery Policy and required by law. Generation or validation does not guarantee CPSC acceptance or legal compliance.
Immediately below the final payment button, checkout states:
Nothing in this checkout limits any non-waivable right or your right to contact your card issuer or a government agency.
No U.S. checkout states all sales final, waives billing-error or chargeback rights, disclaims every statutory warranty, or implies that a Consumer has lost a non-existent general U.S. 14-day online-purchase right.
8. Rights that immediate performance never removes
No request, acknowledgement, payment, processing event, Delivery, download, or expiry removes a right that cannot lawfully be waived. Depending on applicable law and the circumstances, the Protected Customer may be entitled to correction or reperformance, replacement or renewed access, a price reduction, termination and refund, damages, a payment dispute, or another remedy where:
- the purchaser was charged more than once or did not authorize the charge;
- payment was captured but the paid service or Output Package was not supplied;
- generation failed or a Regulatory Safety Stop prevented safe completion;
- a protected result was unavailable during the promised period;
- the Output Package was corrupt, incomplete, inaccessible, or materially mismatched;
- the digital service did not conform to the contract or mandatory legal requirements; or
- another non-waivable consumer rule applies.
The Protected Customer is not required to accept indefinite delay, repeated unsafe reruns, a materially reduced package, store credit instead of money where a money refund is due, or a remedy causing significant inconvenience. Detailed correction, delivery, and refund rules are stated in the Refund & Delivery Policy.
9. Order Confirmation, no-account delivery and retention
Before paid processing begins, Poland Documents makes a fixed PDF Order Confirmation available on the success page and sends the same PDF as an attachment to the verified checkout email address. A success-page message or hyperlink to a changeable webpage alone is not a durable-medium confirmation.
The confirmation records the purchaser-status route, Job ID, final order and price details, complete paid Output Package, ruleset, delivery estimate, download-access and deletion periods, the exact immediate-performance statement accepted and its acceptance timestamp, withdrawal instructions and model form where applicable, and the versions and integrity hashes of the applicable documents.
A known bounce or delivery failure suspends paid processing. Poland Documents must obtain a corrected verified email address and resend the confirmation, or cancel and refund the order. Poland Documents does not rely on a withdrawal exception until the durable-medium confirmation has been successfully provided.
No general product account or password is required. In the browser where the Job is created, the purchaser continues through a protected Secure, HttpOnly session without repeated authentication while that session remains valid.
The primary no-account recovery method is a one-time email magic link. It expires 30 minutes after issue and becomes invalid after successful use. A new link may be requested until Job deletion.
The fallback method is the Job ID together with a Recovery Code containing at least 128 bits of cryptographic entropy. The Recovery Code is displayed once when the Job is created, stored only as a hash, remains valid until Job deletion, and is never sent in the same message as an email magic link.
From a new device, access requires either a fresh email magic link or the Job ID and Recovery Code. Issue, resend, and validation attempts are rate-limited. A Stripe payment reference, billing details, purchaser facts, business facts, and identity documents are not authentication factors.
If the purchaser loses access to both the verified email account and the Recovery Code and has no still-valid authorized browser session, Job access and paid-output access cannot be recovered. Support must not reset either factor, change the verified email, disclose Job data, issue a replacement credential, or restore downloads. Support may handle a complaint, billing issue, or refund without granting Job access.
The paid-output entitlement lasts seven calendar days from Delivery Time. The 30-minute magic-link period is separate and does not shorten or extend that entitlement. A magic link, Recovery Code, or surviving browser session cannot restore access to expired or deleted source or output content.
Source CSV, XLSX, PDF, and ZIP files; extracted files, OCR text, mappings, confirmations, corrections, and intermediate data; the CPSC CSV, complete Output Package, and protected output access are retained for seven calendar days from Delivery Time. Deletion from active systems is completed no later than 24 hours after the applicable period expires.
Expiry of a download link or scheduled deletion of temporary Job content does not waive, shorten, or condition any withdrawal, conformity, complaint, or refund right that remains available by law. If a withdrawal, delivery, or conformity complaint is received before scheduled deletion, deletion is paused only for the content reasonably necessary to resolve it. A delivery or refund case retains only the necessary data for 30 days; each extension must be separately documented for an additional 30-day period. A claim is not rejected solely because temporary Job content was deleted under the disclosed Pricing, Limits & Retention Schedule.
10. Protected Customers in other jurisdictions
Consumer rights differ by country, state, and territory. Poland Documents supports protected checkout in another jurisdiction only after implementing a reviewed local-law notice or a contractual standard at least as protective as applicable mandatory law. EU/EEA wording is not used to misstate another jurisdiction’s law, and U.S. wording is not used to obtain a waiver of a cooling-off right that applies elsewhere.
If no appropriate jurisdiction-specific flow is available, the protected purchase is not completed. The workflow is blocked before file transmission, and no payment is taken. Mandatory rights under the law applicable to the Protected Customer remain unaffected.
11. How an EU/EEA Protected Customer may withdraw
While an online-contract withdrawal right remains available, Poland Documents provides a prominently displayed, easily accessible, and continuously available no-account function labelled:

The function permits the Protected Customer to provide or confirm only the information reasonably necessary to identify and acknowledge the withdrawal: name, Job ID or payment ID, and email address for the acknowledgement. No account, login, reason for withdrawal, or support request is required. The final submission control is labelled only:

Immediately after submission, Poland Documents sends an acknowledgement on a durable medium containing the complete withdrawal statement and its recorded date, time, and time zone. The withdrawal is timely where the confirmation function was activated before the applicable deadline. This function supplements, and does not replace, withdrawal by email, post, or the model form.
The Protected Customer may also send any clear statement of the decision to withdraw to inbox@polandoc.com or to the postal address in Section 1. Enough information should be provided to identify the contract, such as the purchaser name, checkout email, and Job ID. A reason is not required.
Any reimbursement due following withdrawal is made without undue delay and no later than 14 days after Poland Documents receives the effective notice, using the original payment method unless the Protected Customer expressly agrees to a cost-free alternative.

13. Document priority and mandatory rights
This Notice supplements the Application Terms and License, Pricing, Limits & Retention Schedule, Refund & Delivery Policy, and the transaction-specific Order Confirmation. The universal pre-upload and prepayment confirmations are maintained in those documents and the checkout specification; they are not replaced or modified by this Notice. For a Protected Customer Job, this Notice controls the jurisdiction-specific immediate-performance request, withdrawal consequence, and Full Performance standard.
Nothing in this Notice excludes, restricts, or modifies a right, remedy, jurisdiction rule, or limitation period that cannot lawfully be excluded. A contractual choice of law does not deprive a Protected Customer of mandatory protection that applies under conflict-of-law rules, including protection of the customer’s country or U.S. state of habitual residence.
This Notice does not create a statutory 14-day right for a U.S. Consumer. It also does not allow Poland Documents to rely on the EU/EEA service-contract exception unless every statutory condition has been met and can be proven.
