What Amazon’s flag does—and does not—prove
The notice determines what Amazon presently requires for the ASIN. It does not replace the legal scope analysis.
A seller may see an ASIN suppressed, FBA inventory stranded, and a request for an ANSI/UL 4200A report, product warnings, and a certificate. Sellers have also reported rejection language stating that a product has characteristics of Product Containing Button/Coin Battery
. That wording matters operationally because it shows that Amazon is continuing to treat the ASIN under the button/coin-battery classification. It does not establish that the physical product meets the federal definition in 16 CFR § 1263.2.

Why is Amazon routing this ASIN to button-cell compliance?
The answer may involve the listing, battery attributes, images, manuals, an included remote, a legacy version, or other catalog evidence. Amazon has not publicly disclosed a rule that assigns a particular word or attribute a fixed classification result.
Federal question
Does the exact consumer product contain or use a covered cell?
The answer turns on the design and full sold configuration under the regulatory definition—not on the suppression label alone and not on whether the seller placed a battery in the box.
Amazon’s publicly indexed button-cell and coin-battery policy page describes documentation for covered products. Some Seller Central help content and the live Account Health dashboard require JavaScript or seller authentication, so the ASIN-specific action panel remains controlling. A genuine out-of-scope appeal asks Amazon to correct its marketplace treatment; it is not a request for Amazon to issue a binding CPSC determination.
02 / Scope gate
Federal scope depends on shape, design, and the complete configuration
Battery chemistry or a short catalog name is not enough.
Under 16 CFR § 1263.2, a button cell or coin battery is a single-cell battery whose diameter is greater than its height, plus any other battery the Commission later determines presents an ingestion hazard. A covered consumer product is one that contains or is designed to use one or more such batteries, regardless of whether the consumer replaces the battery and regardless of whether it is included with or sold separately from the product.
This is why battery not included
is not an exemption. The CPSC’s current FAQ confirms that a product designed to use a covered battery remains subject even when the battery is not supplied. Conversely, a listing flag does not pull a truly battery-free or differently powered design into Part 1263.

The federal certification route also depends on product type. A covered children’s product generally uses a Children’s Product Certificate based on CPSC-accepted third-party testing; a covered general-use product uses a General Certificate of Conformity. See the CPSC CPC guidance and GCC guidance. Do not issue a certificate stating compliance with 16 CFR § 1263.3 for a product to which that rule does not apply. The same product may still need a CPC or GCC for other applicable rules.
For timing, the CPSC business guidance identifies October 23, 2023 for § 1263.3 applicability to general-use products manufactured or imported on or after that date, December 20, 2023 for third-party testing and certification of covered children’s products, and March 19, 2024 as the end of CPSC’s announced enforcement-discretion period—not a new statutory effective date. The separate § 1263.4 battery-package labeling requirement applies to packages manufactured or imported after September 21, 2024. These historical cutoffs rarely resolve a 2026 current-production false flag, but they matter when old inventory or revisions are mixed.
CPSC’s mandatory certificate eFiling framework took effect July 8, 2026 for regulated consumer products imported into U.S. commerce. Products imported into a Foreign Trade Zone and later entered for consumption or warehousing have a January 8, 2027 effective date. This separate filing change does not convert an out-of-scope product into a Part 1263 product; it makes accurate applicability and certificate data more important. See the CPSC eFiling announcement.
03 / Physical inspection
Inspect the entire product sold under the ASIN
A convincing appeal accounts for every power source a customer receives or the design accepts.
Begin with an unopened production unit from the exact variation and revision now sold. Record the package identifier, ASIN, model, lot or revision mark, and date. Then open and inspect the full system. The point is not to accumulate photographs; it is to eliminate plausible places where a coin cell could exist.
- Follow every power path in the main unit. Inspect external inputs, primary compartments, service panels, internal backup or memory cells, clocks, displays, and detachable modules. A product described as “AC-powered” may still contain a backup cell.
- Open the remote and every controller. Show each control beside the main unit, then record its model mark, closed compartment, open compartment, and installed cell. “The main unit has no battery” does not answer what powers the remote.
- Inventory every included accessory. Check sensors, key fobs, timers, thermometers, lights, microphones, styluses, wireless triggers, spare modules, replacement parts, and separately packed batteries.
- Read every customer-facing record. Search the manual, quick-start guide, packaging, inserts, QR-linked instructions, and replacement-parts material for battery designations and version-specific directions.
Next, compare variations. A black and a white model, a two-pack and a single unit, or a U.S. and international version may have different remotes or backup cells. Do not borrow evidence across child ASINs merely because the products look similar. If old and new inventory are mixed, the immediate task is version control—not an appeal asserting one universal configuration.
04 / Catalog diagnosis
Why the wrong classification may persist
The visible detail page is only one part of the evidence attached to an ASIN.
A false classification can survive a text edit because the remaining record still describes a coin-cell product—or because the edit did not resolve which model is being sold. Amazon has not published the logic or weight used to classify these ASINs. Treat the following as audit points supported by policy fields and recurring seller cases, not as a claim that any single word automatically triggers a flag:
- Read the title, bullets, and description as a reviewer would. Look for a wrong battery designation, a generic “battery-powered” claim, or language copied from an older revision. Replace only inaccurate wording with the exact current power source.
- Inspect A+ Content, images, and video. An obsolete coin-cell diagram, old remote, mismatched compartment, or render from another variation can contradict the physical product. Replace it with current, unedited product evidence.
- Open every manual and linked file. A generic family manual, legacy CR2032 instruction, or wrong model number can preserve the old classification after the visible listing is corrected. Publish the correct version-specific file and keep the revision record.
- Compare the battery and power-source attributes. Check the battery type, “batteries included” status, quantity, rechargeability, and power-source fields. A CR2 entered as CR2032 is a factual error; a real CR2032 value is not something to delete for approval.
- Audit parent and child ASINs separately. One variation may inherit an image or claim from a sibling that uses another remote or battery. Separate materially different configurations instead of borrowing evidence across them.
- Trace old contributions and prior revisions. If earlier content described a coin-cell design, document what changed, when it changed, which lot adopted the new design, and which revision is now offered or stored at FBA.
Seller reports illustrate the range. In a June 2025 case, the seller said early detail-page content referred to a coin-cell remote while the final production remote used AAA. In a different February 2025 case, references to CR2032 were truthful because the USB-powered product replaced that cell. The first situation calls for version reconciliation; the second calls for an explanation that preserves accurate compatibility language.
05 / Identity control
Build one product-identity and power-source record
Every item of evidence should answer both “what is it?” and “how is it powered?”
The strongest packet is not a stack of unrelated files. It is a traceable chain:
- ASIN and variation: identify the exact child ASIN, marketplace, title, and seller SKU.
- Model and revision: connect the ASIN to the model, part number, production revision, lot, or date code visible on the physical unit and package.
- Complete configuration: list the main unit, remote, controller, accessories, separately packed batteries, and replacement modules included with that variation.
- Power-source map: identify each power input and each cell by manufacturer, designation, quantity, location, replaceability, and function.
- Technical record: connect the model to the current manual, bill of materials or electrical specification, and exact battery manufacturer datasheet.
- Catalog record: compare the same facts with the live detail page, backend attributes, images, manuals, and parent-child structure.
- Appeal conclusion: state whether any component contains or is designed to use a cell meeting the federal definition, and identify the evidence that supports each factual premise.
This chain prevents a common identity gap: the seller submits a battery datasheet, but nothing proves that the datasheet belongs to the battery installed in the photographed remote; or the photographs show a model, but nothing connects that model to the appealed ASIN.

Use evidence that proves the disputed fact
More pages do not cure a missing identity link or an unresolved contradiction.
Build the packet fact by fact. Strong evidence is contemporaneous, model-specific, internally consistent, and understandable without guessing. Supporting evidence adds context. Weak evidence may be true but fails to connect the product, power source, and ASIN.

The reviewer should be able to follow one model from complete product to exact power source.
Current Amazon moderator guidance asks sellers contesting this classification for six-sided images of the product and accessories and, when a different battery type is used, a view of the compartment showing that battery. See the April 16, 2026 Amazon response in a thread opened April 14. Treat that as the minimum visual frame, not as proof that six exterior photographs alone will resolve the issue.

Audit the live detail page and every backend field available for the child ASIN; then compare the manual, package, product, remote, manufacturer specification, and prior revision. Record screenshots and exports before and after any correction.

A catalog correction does not prove the physical design, and physical photographs do not erase contrary catalog data. The appeal needs both records reconciled. Do not turn this audit into keyword deletion: a CR2032-powered product must retain truthful battery information, and a USB converter that replaces a CR2032 may need that compatibility term to describe its purpose accurately.

This decision tree is a screening aid. It is not an official legal or Amazon determination.
Start with the sold configuration for the exact ASIN and revision. “Contains” includes the parts and accessories actually supplied; “designed to use” also captures a covered cell that the customer must purchase separately.

Use the current in-scope compliance route
A coin-cell remote counts in the full product audit, and a compartment designed for a CR2032 remains covered even if the cell is not included. Follow the exact ASIN action panel for the current report, certificate, images, or authorized-TIC route. Do not file an out-of-scope appeal based only on battery absence from the box.
Verify the narrow toy boundary separately
Preserve evidence that the product is a plaything for children under 14 and complies with current 16 CFR Part 1250 battery accessibility and labeling requirements. Do not extend this exception to a non-toy children’s product or treat it as freedom from all children’s-product duties.
Document the zinc-air exclusion separately
Part 1263 excludes zinc-air button or coin batteries. Verify the exact chemistry and product configuration with model-specific evidence, then address the Amazon classification through the current action panel. Do not treat this result as freedom from every other applicable requirement, including any separate special-packaging duty.
Resolve the medical-device jurisdictional boundary
A genuine medical device may fall outside the Consumer Product Safety Act’s consumer-product definition. Confirm the product’s actual regulatory status and the basis for that conclusion; a marketing claim or seller category is not enough. Use that evidence in the ASIN-specific Amazon route rather than treating the decision tree as an official jurisdictional determination.
Stop and establish the physical configuration
Obtain a production unit, BOM or electrical specification, current manual, exact cell datasheet, complete accessory inventory, and revision record. An appeal submitted before this gate is resolved risks making a false or incomplete statement.
Document the absence of every battery design
Show the complete product, power input, remote/accessory inventory, package, manual, and relevant internal or service evidence. Audit the catalog for legacy battery values, then submit the misclassification appeal if the record remains consistent.
Correct factual catalog conflicts before appeal
Preserve the original record, correct only inaccurate data, confirm the update across the child ASIN’s relevant surfaces, and explain what changed. Do not delete truthful coin-cell compatibility or conceal a real covered design.
Segregate and reconcile old and current versions
Identify which revision is in FBA and which appears in the listing, package, and manual. Use date codes, lots, change-control records, and model-specific evidence. Do not claim the entire ASIN is outside scope while a covered revision may still be offered.
Submit one coherent misclassification appeal
Use Account Health’s Product policy compliance action for the ASIN. State the exact configuration and rule-based reason, identify corrected catalog data, and index the evidence so each claim connects to the ASIN, model, component, and power source.
Diagnose the delta; do not resend the same packet
Compare the new response with the prior submission, verify that files reached the associated case, inspect omissions and contradictions, and add only evidence that resolves the identified gap. Preserve every case ID and response. No evidence bundle guarantees reinstatement.

Which configuration matches the ASIN?
Scenario 1: clear false flag—AC main unit with an AAA remote
Scope result: likely outside Part 1263 if the main unit has no backup or memory coin cell, the included remote uses only AAA cells, and no other accessory contains or is designed to use a covered cell.
Catalog problem: the listing may omit the remote’s battery type, use a generic “battery-powered” value, show an old coin-cell remote, or contain a wrong backend attribute.
Evidence needed: full kit and model identity; AC input; main-unit technical specification; remote model; open remote compartment with installed AAA cells; exact manual and package contents; manufacturer declaration; catalog screenshots.
Correct route: correct inaccurate catalog data, then submit a misclassification appeal tied to the exact ASIN and revision.
Wrong action: request a UL 4200A report for a nonexistent coin cell or photograph only the AC-powered display. A November 2024 seller thread illustrates why the remote must remain part of the explanation, even when it uses AAA.
Scenario 2: current CR2 or AAA product, but the legacy record says CR2032
Scope result: potentially outside Part 1263 for the current configuration, but not yet proven for the ASIN’s inventory and version history.
Catalog problem: an early manual, image, attribute, or product concept identifies a CR2032, while production units use CR2 or AAA. The record may also mix old and new variations.
Evidence needed: exact CR2 datasheet or AAA compartment evidence; model and revision marks; engineering change record; effective date; purchase or production record; current manual and packaging; inventory-lot identity; before-and-after catalog record.
Correct route: establish whether a CR2032 version ever entered commerce, segregate any mixed units, correct the current catalog truthfully, and explain the version transition.
Wrong action: delete historical records, call CR2 a coin cell because its designation begins with “CR,” or combine evidence from different revisions. Seller reports involving CR2 and a legacy coin-cell description show why the exact cell and version both matter.
Scenario 3: seller is wrong—the battery is absent, but the product accepts a CR2032
Scope result: in scope. The federal definition covers a product designed to use a coin cell whether or not the cell is included or sold separately.
Catalog problem: the listing may truthfully state “CR2032 required, not included.” There is no misclassification to cure merely because the box contains no battery.
Evidence needed: follow the current in-scope request. Depending on the ASIN and product type, this may include the applicable test report, GCC or children’s-product documentation, warnings, images, instructions, and an authorized-TIC route.
Correct route: comply with the action panel for a covered product or obtain qualified advice on the actual product-specific obligations.
Wrong action: assert “no battery included,” erase the CR2032 specification, or file a manufacturer declaration that ignores the compartment design.

Amazon announced on May 22, 2025 that product and food safety compliance requirements would move from Manage Your Compliance into Policy Compliance within Account Health, beginning May 29, 2025, with migration expected to finish in July 2025. See the official migration announcement. Some 2026 screens or moderator replies may still use a Manage Your Compliance label, but it should not be presented as the universal current starting point.
Amazon’s current public appeal instruction and an April 16, 2026 moderator response in a thread opened April 14 describe this route:
- In Seller Central, go to Performance, then Account Health.
- Open the Product policy compliance tab and the applicable issue type.
- In Next steps, select Submit for the affected product.
- Select Appeal requirement.
- Choose the reason that matches the request.
- Explain why the requirement does not apply or why the product was incorrectly identified.
- Submit through that action.
Labels and available fields can vary by account and request, and the signed-in action panel controls. If a true in-scope notified ASIN is directed to Amazon’s authorized third-party testing, inspection, and certification channel, follow that route; the official TIC page explains that an authorized provider may submit validation information to Amazon. Do not assume every in-scope request permits self-upload, and do not use the TIC route to manufacture evidence for an out-of-scope product.
A June 8, 2026 Amazon moderator response in a thread opened June 4 addressed a specific LiPo appeal in which the first form had no attachment control but created a case after submission. The moderator instructed that seller to add the six-sided images, battery evidence, manufacturer declaration, and manual pages directly to the existing case. This is useful case-specific guidance, not a public guarantee that every appeal creates the same case or upload option. Do not invent file limits or send documents to an unrelated email; follow the controls and linked case available for the ASIN.
Write the explanation as an evidence map rather than an emotional history:
- Identify the request, ASIN, exact child variation, model, and revision.
- State the complete sold configuration and every power source, including remotes and accessories.
- Apply the federal definition narrowly: explain why no identified cell has diameter greater than height and why no component is designed to use one, if that is true.
- Identify any inaccurate catalog data that was corrected, with dated before-and-after evidence.
- Index each attachment and state the single fact it proves.
- Ask Amazon to remove the button/coin-battery compliance requirement from the identified ASIN because the documented configuration is outside that classification.

Repeated appeals fail when the factual gap remains
A larger packet can still be weaker than a smaller, traceable one.
Across the reviewed seller cases, repeated rejection was common and a published final resolution was usually absent. The threads do not prove why Amazon rejected any individual packet, but they expose recurring evidentiary gaps:
- Identity gap—the evidence does not reach the ASIN. A text-only denial proves neither the physical configuration nor the model, cell, or complete sold set. Photographs may also omit the model label; a datasheet may cover a different cell; the declaration may name a product family; or the submitted manual may belong to another variation.
- Configuration gap—only the main unit is shown. The remote, controller, backup cell, sensor, spare module, or separately packed accessory remains unaccounted for.
- Visual gap—the compartment never proves the cell. Six exterior sides show no battery; a closed cover hides the compartment; or a loose AAA cell is photographed away from the product.
- Catalog gap—the listing still contradicts the packet. A backend attribute, A+ image, manual, parent contribution, or legacy revision still identifies a coin cell or a different product.
- Authority gap—a letter asserts more than its basis supports. An unsigned or generic manufacturer letter, unrelated laboratory report, SDS, or certificate does not establish the exact design and revision.
- Scope error—the seller’s legal premise is wrong. The product accepts a CR2032 but the appeal rests on “battery not included,” or a coin-cell remote is omitted from the analysis.
Reusing the same explanation and files does not address any of these gaps. Nor does commissioning a UL 4200A report that pretends a nonexistent coin-cell design was tested. After a rejection, create a four-part delta log: what Amazon said, what the prior packet proved, what remained unproved or contradictory, and what genuinely new evidence now resolves it.
One March 2026 seller case eventually showed an active ASIN after the seller changed an ambiguously used word “buttons” to “keys” and added an image of the AAA remote. That is a confirmed case-specific outcome, not proof that either edit caused reinstatement and not a universal recipe.

What not to do
An inaccurate workaround creates a second compliance problem without resolving the first.
- Do not create a false GCC or CPC. A certificate should identify rules that actually apply to the certified product. Other federal rules may independently require a certificate.
- Do not ask a laboratory to test a nonexistent coin battery. A report cannot truthfully establish UL 4200A compliance for a design that does not incorporate or use such a cell.
- Do not edit the physical evidence. Never erase a battery, marking, contact, compartment, or accessory, and never substitute another model or variation.
- Do not remove truthful battery claims. Correct wrong data, but retain a real CR2032 design or necessary compatibility statement.
- Do not claim “out of scope” before inspecting the remote and accessories. The full sold configuration controls the factual analysis.
- Do not treat “battery not included” as the scope test. A product designed to use a covered cell remains in scope.
- Do not submit the same packet repeatedly without diagnosis. Identify the missing identity link, component, version, or catalog conflict first.
- Do not describe Amazon’s notice as a federal ruling. Amazon controls its marketplace, while CPSC regulations control federal scope.
- Do not claim knowledge of an Amazon algorithm or guaranteed human review. Public sources do not establish either for a particular submission.
- Do not promise approval, reinstatement, or a deadline. No fixed evidence bundle produces a guaranteed outcome.

Each answer assumes the exact U.S. product configuration has been verified.
Does UL 4200A apply if the battery is not included?
Battery absence alone does not avoid § 1263.3. If the product is within Part 1263 and is designed to use a covered cell, the rule applies even when the cell is sold separately. Under 16 CFR § 1263.2, inclusion in the box and consumer replaceability do not control. Apply the narrow exclusions in § 1263.1 separately. If the product neither contains nor is designed to use a covered cell, Part 1263 does not apply merely because Amazon flagged the ASIN.
Is a CR2 battery a coin cell?
A typical CR2 is cylindrical, not coin-shaped: the Energizer CR2 datasheet shows height greater than diameter. Do not rely on the designation alone. Identify the exact manufacturer and model, verify its dimensions, and prove that it is the cell used in the appealed product. CR2 is not CR2032.
Are AA and AAA products subject to 16 CFR Part 1263?
Ordinary AA and AAA cells have height greater than diameter and do not meet the current shape definition. The product can still be in scope if another component—such as a backup module, remote, or accessory—contains or is designed to use a button or coin battery.
Does a button battery in the remote count?
It must be included in the full configuration analysis. CPSC’s NyxQuark misting-fan warning identified a violation based on a lithium coin battery in the included remote. A remote using AAA does not create coin-battery scope by itself, provided no other covered cell exists.
Does a built-in LiPo battery fall under this requirement?
Not automatically, and “built-in” does not create an exemption. The federal definition is based primarily on single-cell geometry, not the marketing label LiPo or Li-ion. A rectangular pouch cell ordinarily differs from a coin cell, while a rechargeable coin-shaped cell may be covered. Verify the exact cell model, dimensions, location, and all accessories. Separate Amazon lithium-battery listing, testing, and shipping rules may still apply and are outside this article.
Are six-sided images enough?
Not necessarily. They can establish exterior identity and absence of visible compartments, but they may not prove the installed battery type, hidden backup system, remote configuration, model revision, or catalog consistency. Use a connected sequence with open compartments, labels, the actual cell, accessories, packaging, and manual or technical evidence.
Should the seller remove all battery words from the listing?
No. Correct only inaccurate data. A real coin-cell design must remain accurately disclosed. A USB-powered adapter that replaces a CR2032 may need that term to explain compatibility even though it contains no battery. Removing truthful information to avoid review undermines catalog accuracy and the appeal.
Should an out-of-scope product have a GCC citing Part 1263?
No. A GCC should not certify compliance with an inapplicable Part 1263 rule. A product may still require a GCC or CPC for other applicable federal requirements, and imported regulated products may be subject to CPSC certificate eFiling. Determine the complete rule set separately; do not turn a Part 1263 misclassification into a false certificate.
What if Amazon keeps rejecting the same evidence?
Stop resubmitting unchanged files. Compare the exact response with the prior packet; verify ASIN-model-revision identity, every accessory, open compartments, catalog attributes, manuals, old versions, and whether attachments reached the linked case. Then add evidence that resolves a specific gap. Preserve case IDs and responses, but do not assume a forum escalation or a particular packet guarantees reinstatement.
Can Amazon’s marketplace requirement be broader than the seller’s reading of federal scope?
Amazon may set and enforce marketplace listing conditions and may route an ASIN to a compliance workflow independently of the seller’s interpretation. That does not make the flag a CPSC determination or change the text of Part 1263. Follow the live action panel, correct the catalog truthfully, and use the documented appeal route when the exact product is genuinely outside the button/coin-battery classification.

If no part of the exact ASIN—including the main unit, backup circuit, remote, controller, and included accessories—contains or is designed to use a button or coin battery, an Amazon button cell battery misclassification should be answered with one coherent record: ASIN and model identity, complete configuration, exact power-source evidence, current revision, truthful catalog corrections, and an indexed appeal submitted through Account Health.
If any component is designed for a covered cell, the absence of that battery from the box does not create an out-of-scope case. Follow the current in-scope request instead. The decisive distinction is not what the seller hopes the ASIN to be; it is what the documented product actually is.
