In 2026, the procedure for obtaining documents abroad has become more flexible but requires strict compliance with regulations. If you hold a valid Ukrainian ID card, you do not need to order a package service. You can apply exclusively for a Ukrainian international passport in Poland via DP Dokument—either to replace an expired document or as a second valid biometric passport. Appointment booking is carried out via the DP “Dokument” online system.
In this guide, we analyze the issuance procedure for a Ukrainian international passport via DP “Dokument” in Poland, the associated costs, and the mechanism of automatic verification through the “Oberih” register pursuant to Resolution No. 370. In practice, applications are submitted without presenting paper certificates from the Territorial Recruitment and Social Support Centers (TSC), as verification is conducted automatically via the state register.

Under the updated regulations, the physical presentation of a military ID or the use of the “Reserve+” application is not mandatory for submitting documents at foreign branches of DP “Dokument”.

The passport service officer initiates a request to the Unified State Register. The system verifies the applicant’s status in real-time.
3. Data Synchronization
If data is missing or outdated, the system initiates an update within the framework of automatic verification. Completion of a military medical commission (VLC) is not required for this process.
