How to Register in Reserve+ Abroad and Regularise Administrative Search Status
For thousands of Ukrainian citizens residing in the EU, USA, Israel, and other countries, Reserve+ registration abroad has become a critical factor for legalisation. Many men face situations where they are physically abroad but lack access to the Reserve+ system or postpone registration due to legal uncertainty, seeking to understand the current circumstances first.
The absence of registration in the application means your digital profile of a person liable for military service remains inactive or incomplete, creating a legal vacuum. This often leads to the inability to issue a foreign passport, receive consular services, or pass document checks. The problem is exacerbated by the lack of a Ukrainian SIM card or access to bank accounts, making the query “Reserve+ registration without BankID” one of the most relevant for our clients.

Why the Status Cannot Be Regularised Without Initial Reserve+ Registration Abroad
Many clients ask: “Is it possible to resolve the problem through a lawyer without installing the application?”. Legal practice shows that digital identification is necessary for effective protection.
The Oberih Register is a database containing the digital status of a person liable for military service, which is viewed by state services when verification is required and is reflected in information systems used by state authorities during status checks. Until you are authorised, you do not see your status and, accordingly, cannot substantively appeal TRC actions. Lack of registration leaves you in the dark: you may remain in administrative search status for years, discovering it only upon passport refusal.
Important: Generation of an electronic military registration document (QR code) is possible only after successful authorisation and data clarification. In practice, the absence of an electronic military registration document significantly complicates receiving services at “DP Dokument” abroad.
QES for Reserve+: Purpose and Acquisition
The key barrier for citizens abroad is the lack of a login tool. The system requires authorisation via BankID, which implies an active account in a Ukrainian bank.
If you do not have an account, it is necessary to remotely obtain a QES for Reserve+ (Qualified Electronic Signature). There are several legal ways to remotely obtain an electronic signature abroad, including video identification, partner provider services, and banks supporting EDS. Directly through the application — no, as BankID is required. However, alternative ways to obtain a Qualified Electronic Signature (QES) remotely exist, allowing for authorisation. This means that information about your administrative search status (e.g., for past failure to appear) was already entered in the Oberih Register. Deleting the application does not change the record in the register.
It is necessary to begin the procedure of administrative appeal or regularisation of the fine through a lawyer. We file requests to clarify the reasons and effect the removal of administrative search status.
▸ I am deregistered from my apartment in Ukraine. Which TRC do I belong to?
If you have no registration (residence address) or are on consular record as permanently residing abroad, your status in the system may be undefined (“not on record”).
Nevertheless, the search could have been initiated by the TRC at the last place of residence. As part of the service, we identify the initiator of the search and work with the specific body.
▸ Will the TRC see my foreign address upon registration?
Providing a foreign address confirms your stay outside Ukraine; however, it does not in itself resolve existing administrative obligations.

▸ How to create an electronic signature while being abroad?
Several methods exist, including video identification via banking applications. You do not need to travel to Ukraine.
